Geeman was describing a puppet regent setting where an unblooded regent (in the classical sense of the word, someone who stands in for the blooded ruler) can spend no more than his character level in RP per domain action. [See Domains thread for info on Gary's Figurehead idea]
I don't know if any rules were ever implemented for blooded regents, but it's always seemed that a blooded regent could spend as much RP as was available at any time.
What if a regent could not spend more than his/her Bloodline score in RP's during any single event where RP's are bid (be it his own domain action or to support or oppose another regent's action).
This would add yet another dimension of importance in the strength of one's bloodline concerning political power.
