Was there a specific reason that so many of the items like tax generation and bloodlines were converted to a fixed value in Doom's 3e conversion?
My two guesses:
1. Reduce the maintenance time/paperwork
2. Make PBeMs a little easier.

I asked Travis this question myself. Basically, it was explained to me as a time saver that makes DM life a bit easier. ("Unless I am wrong, and I am never wrong") hehehe...
Morg is right on. The average numbers are just to simpify my life. If you like rolling lots of dice then go for it. If your players have fun rolling up the numbers themselves (and can
resist the tempation to fudge a few dice rolls now and again) then by all means, encourage them do it.
The law of large numbers dictates that, over enough rolls, the results will be pretty much the same. Its all good.
