I think sources can be created this way, because who ever pays attention
to a man walking among the trees regularly? Or sitting by the river? A
wizard can easily find a source wihout drawing attention. IMHO. A temple?

It just so happens I created a new rule that covers Spy Networks. You can

Well, as far as the spy networks, you could establish a lot of (0)
guilds (or other holdings) in various provinces. There is no rule that says
a DM _must_ tell a regent who else has holdings in his provinces, and
(0)-level holdings do not take up "slots."
P.S. I'm also in favor of the idea of "split" (PC/DM) format for sourcebooks.

This sounds like a pretty decient idea, but there has to be a way that the
Regent of the land can find out about the spys.
Right now I play a "well informed" Guilder in Ian's Play by E-Mail game, and
I would like some way that I could set up a spy network to work in my areas.
As I have already found out, Espionage actions are pretty iffy on
information, and alliances/friends can be your worst enemy. Plus as being
concerned about others trying to take my holdings I would like to know about
all the other holdings in the provinces I am in.
