I think that since they are fighting two different wars Roubhe should go
first. The agressor of the first war is Alamie, so they move first. Think
about it. If you say that the wars are seperate then the instigator of the
second war should move first, meaning Roubhe.

Here's a question I just ran across in my own campaign - any ideas?
My players control Tuornen (using the "High King" idea). Alamie declared war
on Tuornen and Tuornen reciprocated. At the end of the action round, they
each invaded each other and fought. On the next action round, Alamie again
declared war and Tuornen did as well. At the very end of the round (because
of high domain initiative), Rhuobhe declared war on Tuornen, because most of
Tuornen's troops had been pulled from the western border for the war with
Alamie. On to the next set of war moves, and the question:
Alamie got to move first as the aggressor, because he declared war first. The
players would move next, followed by Rhuobhe, in the order of their
declarations of war. However, my players thought that Rhuobhe should move
before them, so that they could see where both Alamie's and Rhuobhe's troops
were before they committed their troops. I thought it should go in two
stages, since they were effectively fighting two wars (Alamie vs. Tuornen,
Rhuobhe vs. Tuornen), but they considerd it one war (Alamie and Rhuobhe vs.
Tuornen), with themselves as the defender against both, and therefore making
their war moves last.

I would consider them two different wars...but allow the players to
move last if they wish. First, there is no need to declare war again
after they have already done so. Second, it is sometimes strategically
wiser to wait and see what the enemy does first. I would handle it this
way: first round, the first to declare war goes first, thereafter use
an initiative roll with the option of holding the movement till the end
like for domain actions. Perhaps the strategy proficiency, or being a
warrior can modify the roll in one's favor.

yes but Rhoube had the higher turn initiative & waited until Tuornen & Alamie
were committed to their war before making his intentions known - playing off
Tuornen having moved most of it's troops to the conflict with Alamie.
In this situation, I would rule that Alamie Moves first then Tuornen & Rhoubhe
gets to move last.
If you think about it, this is logical;
Alamie invades Tuornen; Tuornen moves it's troops to oppose the invasion &
Rhoubhe seeing Tuornens defenses on his border depleted, decided that this is
the perfect moment to launch his attack
