The province is highly likely to have the maximum number of trade routes
already set up by the existing guilders. That raises another point, how
do you decide who gets to create a trade route? Can a trader with Level
1 Guild holding in a level 5 province hold all of the trade routes? As
far as I can remember, Trade Routes cannot be contested. Surely the 4
point Guild doesn't have to raze the other guild into nothing in order
to free up the trade routes?
