Well if you take the line of: "Regent wizards draw energy from the
LAND" literaly, then they can't. ON the other side there was, and
still is, a godess of the sea, so why wouldn't it be possible???
and level 0 sources and some ley lines are enough to do some nice
tricks. :)

i disagree, you could also look at guild holdings as ownership.
Compare them to large multinationals of today, they own numerous
companies, but most of these companies still operate on their own.
For the company to work it doesn't matter who owns the stocks.

The rulebook states that Ley lines can cross 100 miles of ocean.

If you read Havens of the Great Bay expansion, you will notice that the
mage-ruler of the Zweilund Islands (I think) HAS learned how to do this.
As a DM, however, I told my characters that in order to learn how they're
either going to have to spend the time on the research themselves or go to
Brechtur, find dude, and get him to share his knowledge (presumably only
for something equally as wonderful).

hello, Adam Theo here,
why only level (0)? i'm toying with an idea of having a major villian
awn. in the camp. that i'm running in the "BIG PBeM" as Tripp put it :)
called the Sea Mage. he is an awn. of considerable power, from since
the battle of Diesmaar. he is the "Emporer" of a large underwater
empire of Sahuigin (called Sea Devils by the local Masetians). i
have decided that underwater sources do exist underwater, and can be
very potent. after all, my reasoning is that sources are wherever there
is nature.

hello, Adam Theo here,
well, first the regent would need a source holding underwater. quite a
difficult feat in itself. after that, though, i can't see what would be
different or difficult. except that there might be underwater natives
after the sources as well (mermen wizards?).
