first number is provine rating, roughly how developed it is with civilization,
the secong number is the magic potential within it. read the book, i know we
all get anxious to play but reading the books will clear up a lot of your
questions.

Ok, take the 4/1; that means that particular province is a Province (4/1);
which means the Province's population level is 4, and it's Source level is
1.
That's important because:
1) it generates Province (4) taxation to it's ruler.
2) Law, Temple, and Guild Holdings in that Province cannot total more than
4 (in each category; I.E. you can have a Law (4) holding, two Temple (2)
Holdings, and say a Guild (3) and Guild (1), but no Law (5) or Temple (3)
and Temple (2).)
3) The Source holding(s) cannot total more than the 2nd #, so in this
Province (4/1) there can be one Source (1) but no more.
4) Unless you're dealing with everyone's favorite, Elves, when the
Province pop level rises (from (4) to (5), say), the Source will decline in
proportion (from (1) to (0) in this case).
I hope that's understandable, 'cause I'm not the best explainer.
