I think you are overlooking the aspect that ships can be used in Realm
Defense as well as trade routes. Also, Jaison Raenech could have come to
power a few years ago (at the start of the campaign) and started building a
fleet then, with the intention of ruling up the Gulfport province and
establishing trade then. Just because you don't have a level 4 province
doesn't mean that you can't have a fleet. It just means that you can't do
any seagoing trade. But then again, who knows.

Sure: Gulfport was originally a province 4, but was pillaged in the War of
Succession by the forces of Jaison Raenech when Gulfport attempted to
support William Moergen. Of course, Raenech may use them to pirate the sea
trade lanes rather than for trade himself.

These are not trade vessles, but a naval fleet, which is parhaps used for
piracy as well. I.E. no TRs, just a fine battle fleet.

I prefer to construe the rule this way:

ANY province which shows coastal line and is 4th level or higer is
considered to have a port. This does not mean that a 3rd level
province could not have a port or that all 4th+ level coastal
provinces must have a port.
