I don't think so. having played Rangers for years that would fly in
the face of the rational expressed for the "Species Enemy" bonus. The
rational is as follows; (this is paraphrasing(sp)BTW) Rangers spend a
great deal of time learning the fighting styile physiology(sp) and
habits of their species enemy. They study thier weapons and armor to a
fanatical level learning all the strenghts and weaknesses of that race,
thus gaining the bonus. An individual might conform to the above,
pyshiology obviously, but wouldn't be worth the rangers time to study to
that degree. A class would be much the same as an idividual though it
might be possible if your gm allowed it. There is some rational behind
say a wizard slayer in a barbarian culture (Vos, perhaps) but over all
I'd say that race is the best determination of the species enemy. Oh and
I wouldn't use race in the sense of khinasi, Vos, etc. I would say
human, elf, goblin etc. when speaking of race or rather species. (Boy
that was a lousy sentence).

I think that the key factor in the ranger's options is that the
species enemy is easily recognizable for what it is. Thus the specific race
could be a choice, but neither alignment nor class should be chosen for the
species enemy because you can not tell just by looking what a persons class
or alignment is (unless we're dealing with stereotyped characters).

Got the PHB in front of me and it says "must select a species enemy"
That would include race without much of a strain. A specific class is
reaching a bit. But a align/class or just one person? I would have to
say that it would be too narrow for the way I read the rules. This
sounds like a great question for your DM.

No, but I'd allow it. Do you really hate this guy so much you want to
waste your lovely specail ability on him alone? Actually, I've allowed
rangers to take _organizations_ as their species enemy.

A gray area, since these things can be very hard to determine for the
character. And thief in particular is not a good choice; thief is an
urban creature, too lazy to be a threat to nature, and therefore of no
concern to a ranger.

Sure. But a ranger with a PC race for species enemy is going to have a
problem. What race is that evil thief you have a grudge agaisnt anyway?

Okay, I am the DM and I was looking to see if anyone had any very
specific info from a book.
My PCs will meet a bunch of elves (an Archer [Fighter kit], a Forest
Runner [Ranger kit, goal is to stop currupt or evil powerful people.
Regents], and a basic Enchanter) who are trying to stop my sadistic and
I HAVE TO BE REALLY EVIL charachter (evil thief regent of guilds). My
other regnt, a good thief, and a domain ruler is planning to give the
Aevlinwode back to the elves upon conquering Anuire. So if he can tell
the elves this they will help him but at the same time will be watching
my eveil thief and all other people of power.
For the Forest Runner's species enemy the Complete Ranger's Handbook
says, "A forest runner's species enemy must have some associastion with
the regime he opposes."
I was just pondering the PC race enemy thought (although bandits are
listed as a good species enemy)till I learn what other animals he (the
thief) likes, besides a ferret that is.
"ooooooohhh! I get a +4 to hit and to damage against an animal a first
level wizard could kill without spells."

Yes, the Forest Runner. It says in the book that the Runner will get
a personal nemesis after reaching 4th level, but I don't think he
will have any specific bonuses against this person.
Anyway, as Rasmus Juul Wagner said, if a ranger is going to use a +4
to-hit bonus on one single person instead pf an entire race, well, by
all means let him. (At last, a player who isn't min/maxing.)

Isn´t there a kitin the Complete Book of Rangers that does something like
this?
I think it´s a Robin Hood type of ranger.
