BR doesn't state precisely who has the right to earn taxes from =
province. All that is written is about "regent of province" - in my =
opinion, "regent of province" and "regent invested with province" is not =
the same... Look, taking taxes from yor people isn't easy task. Law =
holdings in province means that someone has some officials, militaries, =
posessions in the provice - and if you do not have Law holding, you do =
not have apparatus necessary to get "your" money from other, do you ? =
(Or you have friendly pixies that take money from THEM and brings cash =
to YOU:)

Actually, I can see his point: IMC, I rule that law holdings represent
great fiefs - (ie, l level of law represents XX% amount of the total
land of the province under your *lawful* control - dependant on the
level of the province of course). HOWEVER, just because you lawfully
control XX% of a province doesn't mean you have rights to *keep* the
money (a portion, yes, but certainly not all). The person who really
'owns' the money is the lord who actually has rights to the entire
province (or that land if the regent is not the province owner).
Therefore, people who hold law holdings represent everything below baron
rank - if your not a baron or above, you won't be regents of provinces
... and therefore, will owe vassalage (=money) to the baron/count/duke
who owns that province (or that parcel of land you control, in the case
of regents holding law holdings in other domains besides their own).

On the other hand, there is really nothing preventing said baronet (law
holder) from withholding the taxes of the province ... :D

So, IMO, the rules stand as stated in the manual.
