The rulebook states that use of goblins and other humanoids in an army is an
evil act. If the goblins or gnolls (or whatever) are citizens of the realm,
this seems unduly restrictive. I'd say it's only an evil act if the ruler
just unleashes a horde over his/her borders.

I think I'm with you on this one. You could argue the morality of keeping evil
creatures on one's payroll, or the fact that such troops will probably commit
atrocities on the battlefield or against any civilians that they come across,
but such things are not absolutely going to happen. A ruler would have to put
them into contact with civilians for that to happen. If one hired them for
purely defensive purposes, for instance, I don't see any moral problem.
Besides, hiring a group of humanoids will arguably keep them from marauding
which is a lesser of two evils, isn't it?

I guess they didn't think of that when they did write the rules... maybe
that will be updated in the hardback rulebook, if it ever will be released.
