Jim Cooper explained how he only allows contest actions and occupations to
lower holdings one level at a time. I wholey concur, and would like to add
that one of the things it intruduces is more peace-time sniping. For as
long as what's at stake remains small, the level of violence does too. Its
not an all or nothing business. Especially among guilders and priests,
holdings are always being contested and rivals are always on the look out
for an opportunity to collect another holding at your expence.
