Normally, a PC gets no penalties for being wounded, so characters can
give it all to the very end. So the wounded PC in your example would
run with his normal movement rate if he is not emcumbered. If the PC
just turns tail and runs, instead of beating a fighting retreat,
however, the enemy will get a free attack. As the DM, you can always
rule the character has recieved a leg wound that reduces his
movement, especially if the PC recieved a critical hit (check out
PO:C&T).

As Kai stated, there is no official rule about this. Personally I do use
a home rule that takes wounds, movement and combat penalties into
account. Basically I devide the hit points of characters by 4, and
making the 1 hp left as an sixth group (the fith having no wounds). Then
I make the penalties simular to the encumbrance groups. This was done in
agreement with my players and it took some time to get used to. This is
one of those rule changes that in my opinion can only be done in
agreement with the players. Now my players remember it by themselves and
it does add some great roleplaying. It seems to make it easier for them
to immagine there characters being heavily wounded and they retreat more
quickly. It also sounds a lot nicer: "I am lightly wounded my friend,
heal the lady there first, she is wounded." As opposed to "I onle have
19 hp out of 25, so cure the lady over there who has got 20 out 60 hit
points."
