The rules assume that all provinces have equal values of materials. However if you
feel that a particular province has some bonus (or some penalty), that is quite
acceptable. For example, Dauren in Brechtur gets +1 or something GB to all guild
incomes because the dwarves and humans work together, adding thier talents up. But
I wouldn't suggest improving taxation income, as that is almost purely taxes.
Unless of course there is a large nobility compared to normal or something like
that.

In Vosgaard the Heartless Wastes, the province of Melyy is described as a gold-rush
province. And this is represented by the dice by rolling the province/holding
income, and if the maximum dice roll comes up, roll again. However, if the lowest
dice roll comes up, then that province/holding is reduced 1 level.
I think a modified version of this could be used for a lot of provinces. Those rich
in foods etc would perhaps get a bonus during the non-winter months, and a bad roll
might indicate a natural disaster which has affected the crops.
Anyone else got any ideas.

They way I interpret this, a level four province makes what a level four
province makes. The level of the province is determined by the income.
Other factors are secondary. If I want a province to make more money, I
raise the level of the province. $100 in gold is worth no more than $100
in wool.

The Netbook gives rules for the development of specific resources and
what effect that will have on income. You might want to take a look at
those rules.
