I have a question that I hope someone can help me with. Can a regent
paladin cast realm magic when he is high enough level to cast spells?

I don't think so. The Rulebook (p. 86) establishes that priest regents can
cast them. But perhaps the priest equivalent of the Book of magecraft that
is supposed to come out soon (or has come out already) has something on
paladins and realm spells.
