If you are allied with a country and you move your troops into their
provinces can you then declare war?

Absolutely. It is sneaky, underhanded, and downright mean, which makes
it a great trick to use. Of course, your character has to deal with the
repurcussions of this: he may have a hard time gaining allies after that
    little stunt.

If you mean "... declare war on your ally." then, yes, its possible, but
not very nice. :) Also, its doesn't do much for your reputation
    either.

As noted, you won't be getting many allies after that - so it's a one time
    trick at best.

The rules specifically say alliances can be broken. Of course, because of
this allies who don't trust each other implicitly might require certain
"sureties" (i.e., an heir as a hostage, also good idea for vassals - this is
one of the original reasons real feudal vassals often had children at the
    courts of their overlords).

Note that this could be an alignment infraction, and result in regency
losses. If not, it's possible the regent's flexible moral attitude is
suspected by others and they won't ally easily, or at least not allow troops
    about.

In other words, not a lot of folks ally with the Gorgon.

Do you mean declare war against your allied? That should be possible
