He's also the de facto ruler of the Imperial city, right? He probably has all
kinds of ceremonial duties as the Chamberlain in the Emperor's absence. He
wears the Emperor's signet ring around his neck. I presume he has to use it
from time to time (otherwise why not keep it in a box somewhere) signifying
actions taken by him on the behalf of the ersatz empire. The Chamberlain's
description in the RoE book mentions that all the members of his family study
history and record Anuirean events. Maybe they are some sort of shadow
observers like the Watchers in the Highlander TV show?
In addition, I believe he is not only the founder of the Cerilian Hair Club for
Men, but he's also a client.....

Not to mention that he is probably playing serious politics to keep both
Avan and
Boeruine off the imperial throne as he doesn't think that either of them
would
make a good emperor. In fact, he's probably desperately trying to find
someone
who would make a good emperor, given the threat the Gorgon presents.

If it had been in RL he had to look after the rulers equipment and quaters
and that his master would have something to eat.
At the moment he has to keep the city ready and in good condition to recive
the ne emperor, and the day when there comes a new emperor, he will have to
wish that the new emperor will keep him.
