Talinie was not one of the twelve duchies. The following is supporting
material for that statement.
The quoted material is from the Player`s Secrets of Talinie.
Page 4, 2rd paragraph
"After the cataclysm at Mount Deismaar, the land became part of the Anuirean
Empire. Emperor Gladien Roele (Who began his 10 year reign 83 years after
Deismaar) christened the domain "Talinie" after his favorite concubine. The
current capital, Nowelton, is built on the ruins of the provincial Anuirean
fortress, "New Town." The Empire built six other outposts in the region;
these became Talinie`s provincial capitals."

The land was renamed after a favored concubine. I do not believe the
emperor would rename the lands of one of his twelve ruling families after a
concubine. Also states there was six outposts built as provincial capitals,
seeming to state that this was a colony in the unsettled areas of the
empire.

Page 4, 3rd paragraph
"It seems Anuire never found this outlying territory worth much trouble.
The Imperial City settled Talinie with exiled minor nobles and ther trouble
makers, nonconformists who developed a free-thinking culture that to this
day produces independent and hard-headed people. After the empire`s
collapse, this independent and contrary nature led to three wasted centuries
of petty internal succession wars."

This was a land where exiles and criminals where sent by the empire. I
don`t think they would use a duchy as a place to ship exiles and criminals.
This seems to be similar to the British Empire`s colony in Australia where
the criminals and trouble makers were sent to live out of sight and out of
mind.

Actually, according to the Atlas of Cerilia (pg. 17),
Talinie was one of the 12 duchies (and Brosengae was
not). However, none of the other later material, such
as the Iron Throne novel or the PS of Talinie,
supports that.
Most DMs (at least the ones I`ve interacted with) also
don`t treat Talinie as one of the Twelve, prefering
that Brosengae fill that role. I myself never thought
Talinie was mentioned as one of the 12 until the quote
in the Atlas was pointed out to me. Despite that,
Talinie is not one of the 12 in my games - Brosengae
fills that role.

I guess I don`t see who actually said Talinie was an original duchy.
