Laghman

A laghman is a the presiding officer of the athing, a a realm or provincial assembly in the Rjurik Highlands. The laghman is also called a lawspeaker or lawsayer, an office filled by a skald. The skald has the duty to memorize the law and recite it at the athing over which he presides. He acts as judge and chairman of the assembly and is also responsible for the execution of the decisions. It is his duty to safeguard the rights and liberties of the people and to speak in their behalf to the king or his representative.
Apart from his function as a lawsayer and chairman of the court, the laghman has no formal power, but he is often appointed as an arbitrator in frequently arising disputes.
