Freedom is a condition where the law is strong, but remains in repose. In a free society law only acts against the law breaker, and the laws only restrict harmful actions. The law does not meddle in the affairs of honest folk or regulate harmless activity. If the law holdings of the various rulers does not add up to the province level, its is possible that there are enclaves of lawlessness.
The Mhor does not believe in using law against his own people. While he may apply the bonuses of his law holdings or spend regency to reward his friends (like Moerele Lannaman) he would not use these to harm other guilders who mean no harm to the people. Likewise he does use such bonuses and regency against those who do mean to harm his people, such as the Gorgon or Gavin Tael. If the Mhor did not hold the law in his realm because he wanted to leave his people alone, they would be vulnerable to any who would seek to harm them, from the Gorgon to bandits from the Five Peaks.
A ruler who allows the law holdings in his realm to lay vacant does not grant them freedom, but leaves them vulnerable to those who would prey on them. This condition is anarchy.
