Timocracy is a primitive form of rule by the many, in which leaders are selected and perpetuated based on the degree of honor they hold relative to others in their society. While participation in government is limited by property ownership, the requirement is generally small, such as the plot required to support a family. Members can be excluded from participation in government by acts of dishonor.
Timocracy and other forms of rule by the many disappeared after Deismaar when it became obvious that the returning champions of Deismaar could command Regency and rule more effectively. After that, only forms of rule by the few or rule by one became practiced.
